Roads were analyzed for exposure to future flooding under twenty SLR scenarios (every half-foot of SLR, from 0.5-feet to 10-feet of SLR above mean higher high water). Roads were also analyzed for exposure to flooding from hurricane storm surge zones and FEMA floodplains. Current flood exposure and future SLR flood exposure was then summarized for the entire length of the original road and attributes were added to represent the percentage and feet of flooded roadway per flood scenario. The road segments are sourced from the U.S. Census Bureau's TIGER/Line data (All Lines County-based Shapefiles) this dataset is from December 5th, 2023.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Please Note: TIGER Roads segments classified as ramps were not included in the flood analysis. Elevated road segments, such as ramps, are often incorrectly identified as flooded. This is because the inundation models were created using a bare earth model DEM, which represents ground elevations. This dataset was created for the 2025 update of the Sea Level Scenario Sketch Planning Tool. The purpose of the Sea Level Scenario Sketch Planning Tool is to help identify transportation infrastructure vulnerable to current and future flood risks. 1.2 What are TIGER/Line Shapefiles?
The TIGER/Line Shapefiles are the fully supported, core geographic product from the U.S. Census
Bureau. They are extracts of selected geographic and cartographic information from the U.S. Census
Bureau's Master Address File/Topologically Integrated Geographic Encoding and Referencing
(MAF/TIGER) database. The shapefiles include information for the fifty states, the District of Columbia,
Puerto Rico, and the Island areas (American Samoa, the Commonwealth of the Northern Mariana
Islands, Guam, and the United States Virgin Islands). The shapefiles include polygon boundaries of
geographic areas and features, linear features including roads and hydrography, and point features. They
do not contain any sensitive data.

exists with the sporadic occurrence of road segments comprising a complete chain with different MAF/TIGER Feature Census Class Code (MTFCC) values assigned. This problem could affect applications that use the MTFCC values for network analysis, routing, or for assigning symbology to a feature when creating a map.
The Census Bureau performed automated tests to ensure logical consistency and limits of shapefiles. Node/geometry and topology relationships are collected or generated to satisfy topological edit requirements. These requirements include:

(2) Complete chains must connect to each other at nodes.
(3) Complete chains do not extend through nodes.

<measDesc>The Census Bureau uses Global Positioning System (GPS) coordinates at road centerline intersections to evaluate the horizontal spatial accuracy of source files that may be used to realign road features in the MAF/TIGER database and test the horizontal spatial accuracy of the road features in the TIGER/Line Shapefiles.
The test compares a survey-grade GPS coordinate to its associated road centerline intersection in the TIGER/Line Shapefiles. The test is based on an independent collection of GPS coordinates for a random sample of road intersections from a centerline file that meet certain criteria. The points are referred to as the sample points and are gathered through a private contractor working for the Census Bureau. Since the collection method uses survey-quality GPS-based field techniques, the resulting control points are considered 'ground truth' against which the TIGER road centerline intersection coordinates are compared. The distances between the coordinates are calculated and the Census Bureau determines the Circular Error 95% (CE95). That is, the accuracy of the file in meters with 95% confidence. The CE95 can be calculated from the mean and standard deviation by using the formula: mean of differences plus (2.65 times the standard deviation). CE95 results reported for each file tested are determined using a spreadsheet with embedded statistical formula. The use and applicability of the spreadsheet and its embedded formula have been verified by Census Bureau statisticians. The basis of the calculation is the use of the root mean square error (RSME). This is the method as stated in the U.S. Government's Federal Geographic Data Committee Standard FGDC-STD-007.3-1998, Geospatial Positioning Accuracy Standards. Part 3: National Standard for Spatial Data Accuracy. The results of using this measure of accuracy are in compliance with Federal Spatial Data requirements. In terms of the Census Bureau application, the dataset coordinate values are those taken from the centerline file and the coordinate values from an independent source of higher accuracy are those acquired through the Census Bureau's contractor. The Florida Tiger/Line data was downloaded in FGDB format at the statewide level.
The data was originally in the following projection:
North American Datum of 1983, GRS80, Decimal Degrees.
The Statewide layer was reprojected to the FGDL NAD83 HARN Albers projection.
Next a selection was performed on the statewide layer where the field [ROADFLG] = 'Y'
The roadway features were then extracted to create a new statewide roads layer.
Next the following fields were deleted to remove unused fields and decrease the size of the dataset.
STATEFP, TFIDL, TFIDR, SMID, FEATCAT, HYDROFLG, RAILFLG, ROADFLG,
OLFFLG, EXTTYP, TTYP, ARTPATH, PERSIST, GCSEFLG, OFFSETL, OFFSETR, TNIDF, and TNIDT.
Next the following fields were added and populated to help standardize the dataset for use as a reference layer in geocoding.
STPREDIR, STPRETYPE, STNAME, STTYPE, STDIR, CITYL, CITYR, COUNTY, STATE, and TYPE, GCID, DESCRIPT, FLAG, and FGDLAQDATE.
Uppercased all fields except the original field FULLNAME.

<stepDesc>GeoPlan Center Current and Future Inundation Process Steps: 1) Regional SLR inundation depth grids, representing ½ feet to 10 feet of sea level rise (SLR) inundation over mean higher high water (MHHW), were downloaded in raster format from NOAA https://coast.noaa.gov/slrdata/. These NOAA depth grids were distributed in 11 regions for Florida in .tif format. After downloading all regions, GeoPlan converted the tifs to polygons and appended the regions together to create statewide vector layers of SLR inundation. Polygons with vertices counts over 350,000 were run through the Dice tool and the Repair Geometry tool was run 3x. 2) Overlay analysis using the 20 scenarios (0.5-feet increments of SLR, from 0.5-feet to 10.0-feet) was run on RCI Roads (On/Off, Basemap), Rails, Infrastructure, and Tiger Roads. For each dataset in each and scenario, the analysis resulted in line segments, representing flooded road and rail sections, and polygons, representing flooded areas within the infrastructure boundaries. 3) QA/QC was conducted for each output dataset. Minimum threshold sizes for flooded segments was 10-ft length and infrastructure area was 7.3 square meters (approximately 1 cell size). Data below this minimum threshold was considered dirty data and removed from the outputs.
4) Further QA/QC was conducted on the Roads and Rails datasets to identify segments over water (bridges or overpasses). Because of the bare earth DEM used to create the inundation depth grids, bridges and overpasses identified as flooded are most likely false positives – with the inundation representing the areas under the bridge approaches or overpasses. These segments were reviewed and largely removed from the outputs.
5) Each output dataset (flooded segments and infrastructure polygons) was summarized to calculate the total flooded amounts in each feature and then joined to the full Roadway, Rail or Infrastructure feature(s).
6) The datasets were also analyzed for current flood exposure by overlaying existing DFIRM 100 and 500-year floodplains data and hurricane storm surge data (with 5 hurricane categories).
Please Note: TIGER Roads segments classified as ramps were not included in the flood analysis. Elevated road segments, such as ramps, are often incorrectly identified as flooded. This is because the inundation models were created using a bare earth model DEM, which represents ground elevations. In cases of elevated roads, the DEM reports the land under the roadway and not the road surface. </stepDesc>
